History
In the 1970s, drugs were rapidly spreading throughout Sri Lanka. By the 1980s, there was no strategy to control the spread or to save the users. The government’s and the public’s view was mostly that drug users and d traffickers should be killed or imprisoned.
During that time, the responsibility for re-integrating the young people who had turned to drug use back into society as good and rational individuals was taken up by Ven. Kuppiyawatte Bodhananda Thero. In collaboration with the Ministry of Justice, for the first time in the world, a project was initiated under the theme ‘Purification through spirituality’, based on the firm stance that a criminal should not be imprisoned but should be rehabilitated through judicial orders. This project proved to be extremely successful. Initially, 987 individuals who had been sentenced as criminals by the honorable court were rehabilitated and reintegrated into society. After a year, only 9 individuals had been involved in re-offending. This concept, which became a reality, was further developed with the firm belief that drug addicts too could be rehabilitated. In the village of Pelmadulla, a small clay hut was built with great effort and dedication, where the young community was carefully guided and provided with an alternative path to avoid misuse and lead a better life.
During the terrifying period of racial turmoil in the country at that time, it was Ven. Bodhananda Thero who initiated a village defense program with the youth groups in the villages. The foundation and guidance for the current Village Defense Department were laid by him.
With the trust of the honorable judiciary, during the judicial proceedings related to land, families, and riots in the villages, both parties were directed towards Mithuru Mithuro and reconciliation through amicable dialogue, facilitating peaceful settlements. This initiative was highly successful, and as a result, with the full intervention of the former Secretary of the Ministry of Justice, Professor Ranjith Amerasinghe, the mediation board system was established in the country.
At that time, this human development program, which has been built solely on local knowledge, effort, and dedication, has been subject to examination and evaluation by the Colombo Method Secretary’s Office. During that period, training provided by the Detop International Institution, based in New York, USA, was taken in Sri Lanka and Singapore to enhance skills. As a result, as a full scholarship recipient from the Colombo Method Secretary’s Office, the individual participated in a six-month training program in the United States. The basic qualifications for transforming the Mithuru Mithuro Organization into a globally recognized rehabilitation center were thus fulfilled.
From that point onward, gradually, the world-recognized community-based rehabilitation methods were adopted, with the Mituru Mithuro Rehabilitation Services Center in Pelmadulla, Rilhena, playing a central role in the process of rehabilitating the youth. Later, in 1993, this was further formalized as the Mituru Mithuro Organization. In that year, it was registered as a licensed private rehabilitation services center, with the Pelmadulla institution as the main entity initiating operations. The institution, which started with no financial support or contributions from either the government or private sector, expanded across three districts in Sri Lanka through self-effort. Currently, this network of branches has grown to provide residential services to up to 500 young individuals.

- Gampaha – Nisansala
- Piliyandala – Senehasa
Originally operating as an institution providing rehabilitation services, the Mithuru Mithuro Organization is now an institution that offers a variety of specialized services. Among these are the Gampaha District AIDS Prevention Organization.
Since then, the journey of the Mithuru Mithuro Organization has evolved into the ‘Mithuru Mithuro Human Appreciation Development Educational and Research Institute,’ expanding its operations into a fully integrated service center with complete facilities for rehabilitation processes.
Currently, the Mithuru Mithuro Organization provides fully equipped residential facilities for children receiving both local and international higher education, supporting their research and educational activities. In addition to rehabilitation, the organization also focuses on skill development, confirming human values, and reintegrating successful young individuals with a correct vision into society. Furthermore, it provides a successful service to children engaged in educational and research activities associated with the institution. Today, the Mithuru Mithuro Human Appreciation Development Educational and Research Institute operates as the largest institution in Sri Lanka, successfully carrying out these activities.
The Mithuru Mithuro main institution complex in Pelmadulla, Rilhena, is fully equipped with library facilities, lecture halls, a residential dormitory with accommodation for many people, office complexes, a training unit for university certification, a spiritual section, and a children’s shelter. It also provides opportunities for training activities for government officials, nurses, doctors, and various professionals. The institution now offers services for university students’ examinations and practical training for their courses, as well as training for officers from the tri-services.
Mithuru Mithuro Organization primarily works towards residential care for young people who, due to the rapid spread and use of drugs in Sri Lanka, lose their families, jobs, children, and even their lives. The organization aims to save them from these harmful practices. With guidance and without the use of any medication, treatment is carried out through practical activities. Through this approach, they are reintroduced to society and their homes as stable and clear-minded young individuals. In this regard, our organization helps over 500 young people reintegrate into society annually, while around 500 people are continuously engaged in detoxification and training activities in residential care.
The Mithuru Mithuro Organization is managed by a board of directors under the primary guidance of the founder Ven. Kuppiyawatte Bodhananda. Subsequently, The treatment and daily activities at each center are managed under an institution administrator. The organization’s staff oversees these activities, ensuring that young individuals engaged in training activities are properly guided towards the respective processes. The organization’s staff (with salaries) are also individuals who have successfully completed the training process and are involved in the training activities, which is a unique feature. The structure of the ‘family’ system, consisting of 6 section leaders and 6 section deputy leaders, oversees the main 6 divisions, representing the other residential members. A key principle of the community therapeutic method, ‘the orderly sequence of integration,’ is observed here as the highest level of hierarchy.
Through the therapeutic methods followed, over the past four decades, more than 115,000 young individuals have been rehabilitated into law-abiding citizens through both direct and indirect means (residential detoxification processes, the triad of the military, and other institutions conducting monthly, bi-monthly, and quarterly detoxification programs). These individuals have been freed and are now living as responsible members of society. These individuals maintain continuous ties with the Mithuru Mithuro Organization as lifelong members, serving as role models for other young people. This achievement is a success for the organization.
Mithuru Mithuro Human Appreciation, Development, Educational, and Research Institute is committed to continuously fulfilling its responsibility to prevent all forms of abuse and to produce productive, rational, and good citizens for the country.
